A Broken Arrow is one of the possible overall objectives that a Criminal Organization may attempt to accomplish during a Covert Action Mission Set.

In a Broken Arrow scenario, the Mastermind and his Organization have set their sights on obtaining a Nuclear Bomb from an American Air Base.
Their intended use for this bomb remains unknown.
Note that this Mission Set shares more than a little similarity with the Stealth Fighter Heist Mission Set. The first mission in both sets will always start with a nearly-identical introduction from the CIA Chief, making it tricky to identify one or the other straight away.

The following plots occur as part of a Broken Arrow Mission Set:
- Forgery: A set of Air-Base ID cards are stolen and duplicated to allow enemy agents free access into the Air Base.
- Data Crime: A Hacker retrieves Passwords required to access the Bomb itself.
- Theft of a Nuclear Bomb from the Air Base.
